I'm a beta tester as well. In addition to beta testing I'm making my first car mod. An Acura Integra Type R with a JDM front end conversion (what I drive in irl haha)

I couldn't for the life of me see a link for the paint shop unlocker anywhere on here, so ill post it here in the tools section..
Simply extract to your main game folder. Run the paintshop unlocker, it will say something about " first time run" and create a patched EXE file. It will then ask you if you want to run the game or quit, choose Quit. you wont need to use the patcher again... Replace your existing EXE with the patched EXE ( rename it to Testdrive2.exe.. remember to backup the original first ) Then just run the game with universal launcher and all paint shops will be accessible to all cars and bikes. The game must be ran in OFFLINE mode, then when you are finished painting your car, swap the exe's back and you can go online with your newly painted/stickered car. if you do not, TDU will say it cannot find any game servers and return you back to the start screen.

Well, I guess the version is a bit outdated now, Atari has somehow blocked it, in the menu it says "TDU2 servers are unavailable" But when I started the game with the regular .exe I logged in just fine...
Nope its not outdated, no atari hasnt blocked it either That would require a new update, which hasn't happened. Some people can still go online with the unlocker, some can't (some people cannot load Texmod in online mode either, it gives the same error) . I can.... so thats how i know it still works, in fact the video in the first post shows me loading in online mode and you even see Fo0k's ( head admin of this site ) name pop up near the end. But if you cannot then do it the simple way, use universal launcher (you should be anyway) and set it to offline. Then when you have finished stickering the car, switch your exe back to the original and go online again.. I suggest once you have made the patched exe you keep a copy of both the locked and unlocked exe's that way when you need it again, its just a case of renaming both exe's and running in offline mode
If you are doing anything you are not supposed to be doing, including (but not limited to) stickering cars/bike, changing the upgrade levels, car swaps, money hacks or any other kind of modding what so ever, you should always be doing it OFFline anyway as to avoid any detection by the atari servers. When i did that video i wasn't really paying attention and forgot to switch it to offline, normally i would for any modding.
But yeah, the unlocker still works fine on some computers in online mode, if your not one of those people, you will have to do your stickering offline, then go online when you finish (same for any modding you do)

Since last week I have the same issue, Servers are unavailable when I run TDU2 on the patched exe. So I#m 'forced by Atari to work the way Nobby described here (constantly swapping the .exe files)... Nothing to really worry about
THIS is the one that unlocks sticker shops. Paintshops and sticker shops are the same places, you do both painting and stickering from the same place (at the same time)
Look at this image ( click to see bigger) It shows what each icon does, you can see that Paint and stickers are the first and second icons. When you use the unlocker BOTH of those icons will be available for all vehicles ( both cars AND bikes)
Also this is now the 3rd time you have asked about this. You posted here, in the chatbox and you PM'ed me asking almost exactly the same thing each time. ONCE is enough to get our attention, make your post and wait, if you don't get an answer within a few hours, then please dont go bumping or reposting, sometimes we don't see posts until we get home from work. So a delay is usually expected. But someone will eventually see it and answer if they can help.
As the name suggests.... it unlocks the paintshop (to all cars and bikes) although they are few and far between we do actually have a few pre-made bike skins, mainly for the harley.
